sType is a VkStructureType value identifying this structure.
pNext is NULL or a pointer to a structure extending this structure.
flags is reserved for future use.
pfnGetInstanceProcAddr is a PFN_vkGetInstanceProcAddrLUNARG pointer to the driver vkGetInstanceProcAddr function.
